Shanghai will ease restrictions to certain extent in the districts where basic case clearing has been achieved outside quarantine facilities.

At 10:00 o’clock on April 27, Mr. Zhao Dandan, Deputy-Director-General of Shanghai Municipal Health Commission briefed on the latest COVID-19 containment efforts in Shanghai together with Mr. Shen Min, Deputy Director-General of Shanghai Municipal Civil Affairs Bureau, and Mr. Guo Shuting, Deputy Director-General of Shanghai Municipal Medical Products Administration, at the press conference on the disease prevention and control across the city.

According to Mr. Zhao Dandan, we are seeing the growing effects since the launch of decisive action against the virus. However, the situation is still very challenging, and it is the critical moment to fight against COVID-19 across the city. In order to further consolidate and expand the results we have achieved in the previous actions and fulfill basic case clearing at the community level at an earlier date, we will implement the following measures based on the general thoughts of taking categorized measures and focusing on the decisive action under the unified command. In the districts that have achieved basic case clearing in the communities, limited number of people may take limited actions in the designated zones. In the districts that are yet to achieve basic case clearing at the community level, the comprehensive disease containment measures will continue to be implemented, which include static management in all the zones, PCR testing of all people, all-around epidemiological investigation, cleaning and disinfection by all, and the whole-process deficiencies rectification.

In the next step, another round of zone-specific PCR + antigen testing will be conducted from April 27 to April 30 to dynamically adjust the range of lockdown, control and precaution zones based on the testing results. To facilitate the citizens to take PCR tests, the first 534 regular PCR sampling sites across the city were released on Shanghai Fabu (“上海发布”) and Health Shanghai 12320 (“健康上海12320”) on the evening of April 26 with more sites to be announced in the following days.
