Gone are the days when you can get away with being reckless scooter drivers on the roads of Shanghai. From May 1st, riding an electric bike without wearing a safety helmet will be punishable by law, in the form of a warning, or a fine.
According to the latest policy, Electric bike drivers and riders must wear safety helmets has been included in the Shanghai Non-motorized Vehicle Safety Management Regulations and will be implemented on May 1, 2021.
If you’re a regular non-helmet wearing e-bike driver you might’ve already had a talking to from a traffic police for not wearing a helmet, however there hasn’t been a specific law or regulation against bare-headed drivers.
With the Regulations of Shanghai Municipality on the Safety Management of Non-motorized Vehicles formally implemented on May 1, driving or riding as a passenger on an electric bike without wearing a safety helmet is an illegal act and will be punishable if caught by the traffic police.
If you violate the regulations and are caught doing so then expect a warning or a fine of up to 50RMB (minimum of 20RMB).
So with that said, please drive safely and start getting into the habit of wearing a helmet whether you’re a driver or a passenger!

1,Non-motorized vehicles should slow down when they encounter Pedestrian crossings. If someone is crossing the sidewalk, they should stop and make way.
2,Non-motorized vehicle drivers should not make or answer telephones, browse electronic equipment, etc. when riding.
